Who is behind this project? Lit San Leandro is a public-private partnership between the City of San Leandro and Dr. J. Patrick Kennedy, the founder and president of San Leandro’s OSIsoft LLC. The City is providing 11 miles of underground conduit and Dr. Kennedy is funding the installation of the fiber optic loop and routing switch.
