This is not a binary question of “should we” (usually meaning: do it all at once) but rather more like finding a custom fit solution and affordable path forward. The bottom line:
Jumping ahead, the correct approach is to develop a description of the problems a community faces or wants to solve relating to Internet access. Then, examine a variety of approaches to pick the best option rather than only evaluating the single most expensive option.
As the article points out, “The models are many and varied – the best question is what does the community need and how motivated it is to take meaningful action.”
